The 13th round of EPA negotiations between the EU and Eastern and Southern Africa states (ESA 5 - Comoros, Madagascar, Mauritius, Seychelles, and Zimbabwe) took place from 18th to 22nd March in Moroni, Comoros. The meeting was co-chaired by Mr Narainduth Boodhoo, ESA Chief Technical negotiator and Mr Rammos from EU -DG trade.

Negotiations were held in parallel sessions on 11 thematic issues, namely: Economic and Development Cooperation (EDC), Rules of Origin (ROO), Technical Barriers to Trade (TBT), Trade in Services, Investment Liberalisation and Digital Trade (TiSIL&DT), Competition Policy/SOE’s, Trade and Sustainable Development, Transparency in Public Procurement, Dispute Settlement & Institutional Provisions, Intellectual Property Rights including Geographical Indications (IPR/GI), Fisheries and Aquaculture, and Customs and Trade Facilitation (CTF).

Constructive discussions were conducted across most issues during the round. Two additional chapters were completed, namely Fisheries and Aquaculture, and Technical Barriers to Trade, adding to the three chapters finalized in earlier rounds.

A series of intersessions between the EU and ESA states will be held during the month of March, April and May 2024 with a view to moving the negotiations forward
