The process in order to get compliance

Process for complying:

Apply for your Plant Import Permit:

If you wish to import any agricultural commodities into Mauritius, you will require a Plant Import Permit. The permit must be granted before the goods arrive in Mauritius. Importers must ensure that permits are applied for well in advance of the expected landing date of their consignment. Commodities which are imported without a valid import permit may be re-exported or destroyed at the importer’s expense.
The department will assess your application and may decide to grant a Plant Import Permit subject to any conditions deemed necessary for safe importation, use and disposal of those commodities. Applying for an import permit does not automatically result in an import permit being issued.

a) Online application for a  Plant Import Permit

Applications for a PIP are to be made electronically on the Tradenet Portal (https://tradenetmns.mu/). For first time applications, the public is kindly advised to contact the MNS Customer Service department for training and registration on 4016805 or  by email on customer.service@mns.mu. PIPs are issued electronically.

(b) Manual application for a Plant Import Permit

For importation of agricultural machinery, the public is informed that all applications for PIP should be submitted manually.
-Individuals wishing to import agricultu​ral commodity at one instance may also apply manually.

PIPs submitted manually will be issued within 5 working days.

Please note that:
Applications may take longer to process if:
    • they require technical assessment
    • incomplete or incorrect information is provided by the applicant
    • additional information is required to continue the assessment (applicants will be     notified of this by the assessing officers)
    • it is a novel product or is being imported from a new country
    • it is reported to be an invasive species and therefore has to be assessed by the Invasive Aliens Species Committee
    • it is a high risk planting material and therefore has to be assessed by the Plant Biosecurity Technical Committee
    • it is a CITES (Convention on International Trade in Endangered Species) of Wild Fauna and Flora  listed species and would require authorisation from the National Parks and Conservation Service.

 

 

 

Fill out prescribed form attached and submit it to NPPO (Reduit) - Processing of application based on assessment of risk by NPPO.

Plant Import Permit is required.
 (PIP) - To minimise risks of introduction of pests and diseases through imported commodities which are potential pathways for their introduction and spread. 

Risk Categorization is as follows:-
 -Low Risk/Medium Risk: Formulation of new Phyto-sanitary measures / Import Protocol
 - High Risk: This requires Pest Risk Analysis / Consultation with relevant experts in the Bio-security Technical Advisory Committee.

Fees Payable: Rs 50 (commercial permit); Rs 10 (non commercial permit)
 Inspection Fee: Rs 100 Material under Quarantine (Per Pot):

 Plant Import Permit: Rs. 50.00
 Processing fee: Rs 500 per consignment.
 Phyto-sanitary clearance fee: Rs. 100 per consignment.

Once I have it, what do I have to do:

Agricultural Clearance for Imported Plants and Plant Products at Port of Entry -

Applicant calls at NPPO office to request for an appointment with NPPO Officer - NPPO Officer verifies document and issues a Certificate of Inspection after Inspection of product/consignment

After Clearance obtained if full compliance with Import conditions: Certificate of Inspection forwarded to (MRA) Mauritius Revenue Authority through importer / agent - If Import comply Partially with Import Inspection; Consignment is put in Quarantine for:-
    a) Heat Treatment ( Rs 350 /- m3)
    b) Pesticide Treatment (Rs 10 non-commercial ; Rs 75 commercial)
    c) Post Entry Quarantine in Green House or growers premises (3 months to 18 months depending on crop)

 In Import Consignment do not Comply with Import Conditions: Goods are either Re-Ship or Destroyed; (Incinerator destruction  Rs 5 per Kilo)
